Five offers for the contractor of the public contract for "Garbage collection, garbage collection and maintenance of cleanliness of the territories for public use in the municipality of Smolyan" have been submitted to the Municipality of Smolyan by 5:00 p.m. on July 24 (Friday). Today, shortly after 10:00 a.m., in hall 343 of the municipal administration, the bids were opened by a committee headed by Milena Hadzhieva - chief legal advisor of the Municipality of Smolyan. The committee members checked the contents of the sealed envelopes, three of them signed each page of the technical bids and found that all the bids were submitted in opaque sealed envelopes. The most voluminous offer was the first one opened - of "ECO RESURS-R" OOD. The company is headquartered in the city of Sofia, Poduyane district, Gradinarska St. No. 1. The company deals with household and separate garbage collection and garbage collection. The company has been cleaning the city of Dupnitsa since 2012. Until 2017, in the consortium "Dupnitsa Cleaner", together with the company "RTK" from Elin Pelin, which cleaned Chepelare before "Titan" settled there through its company "GLOBAL CLEANER" OOD. Since 2017, "ECO RESOURCE-R" also cleans the municipality of Dolni Dabnik. All pages of the participants' technical proposals were signed by three committee members. The second offer is from the consortium "Cleanliness for Smolyan", including the companies "ISA 2000" EOOD and "BAKS 99" AD - Sofia. The company "BAKS 99" was created for the privatization of BKS "Slatina" EOOD, it is clear from the Trade Register. ISA 2000, a company owned by Smolyan native Julian Indjov, is well-known in the city and deals with road construction and repair. The other participant in the BAKS 99 AD consortium - Sofia, is also engaged in construction, but has experience in garbage collection as well. The company collects and transports garbage from the metropolitan area of Slatina. The third participant is the Plovdiv company "MIT I CO" EOOD. Its scope of activity describes activities such as science and innovation, design and development of special software and information systems. The company has experience in the purchase and disposal of hazardous waste. The fourth participant is "GLOBAL CLEANER" Ltd. with headquarters in Haskovo. One of the companies of the group, known in Smolyan as "Titan". The owners of the company are the famous Haskovo businessmen Velichko Minev, Tencho Lilianov and Daniel Gargov. In "GLOBAL CLEANER" OOD, the three are also involved through "ECO TRADEX GROUP" AD. Until the end of last year, "Titan" cleaned Smolyan through its company "Cleaner" OOD under a contract concluded by former mayor Dora Yankova in 2006, and from January 1, 2020 through "ECO TITAN GROUP", the company that is the operator at the "Teklen Dol" landfill. "GLOBAL CLEANER" OOD has a cleaning contract with the Chepelare Municipality, concluded on September 18, 2015 for a period of 5 years, which expires in two months. "GLOBAL CLEANER" has frozen the accounts of Chepelare Municipality due to garbage collection debts of nearly BGN 2 million accumulated over the past two years. The fifth participant is the company "EKOR" EOOD from Stara Zagora. According to the company's website, it specializes in collecting, sorting, baling, transporting and selling all types of packaging waste. Mayor Melemov wants the candidates to clean Smolyan to have 7 garbage collection vehicles, 3 trucks, 2 excavators, 2 water carriers, and to have collected and transported 10,000 tons of waste for the last 3 years. The company that takes over the garbage collection must also deliver 2,200 Beaver-type waste containers, 760 buckets and 180 ash trays within 10 days. The term of the public procurement is five years at a maximum price of BGN 16 million and 374 thousand including VAT, or nearly BGN 3 million and 300 thousand per year. The public order was announced by the mayor Nikolay Melemov on June 15 and caused a stir in society, because during the election campaign last year he promised that after the conclusion of the scandalous contract with "Titan" the Municipality would start cleaning itself. At an extraordinary meeting on July 20, with 11 votes "in favor" and 6 "abstentions", the Municipal Council recommended to the mayor to terminate the public procurement and take action to form a municipal company to take over cleanliness and garbage collection. However, the mayor refused to comply with the recommendation and replied that he would continue the procedure. But he promised not to sign a contract with the winning company if, by the end of the year, he succeeds in creating a municipal unit for cleanliness and provides it with adequate financing and the necessary permits for the activity.
