Lukoil Neftochim will invest BGN 339 million in new own thermal power plant Starting this year, Lukoil Neftochim Burgas plans to start reconstruction and expansion of the thermal power plant on the territory of the plant. The 5-year business plan for Lukoil Neftochim Burgas TPP, which is an independent company, licensed under the Energy Act, presented to the Energy and Water Regulatory Commission, shows that a total of BGN 339 million will be invested in the project by 2024. The reason for this is that the now existing plant, which should ensure the continuous production process of chemical installations, often breaks down, especially after the construction of the new Complex for processing of heavy residues hydrocracking of tar (H-Oil). "The thermal power plant provides the high requirements of the new complex with heat and chemically treated water in case of severe system accidents and disturbances in the power system and loss of generating heat power," the company's business plan reads. The consumption of heat and electricity in the plant is comparable to that of a big city. The announced new TPP Lukoil Neftochim Burgas will have 960 mW of heat and 257 mW of electricity. For comparison Toplofikatsia Sofia, which is the largest in the country, has 1253 mW of heat and 239 mW of electricity. The TPP will use only natural gas as fuel and all the heat and electricity produced by it will be used on site - it is clearly stated that it will not be sold to customers or to the grid. The necessary investment will be covered by Lukoil itself, as the long-term liabilities of the company operating the TPP are projected to increase from BGN 74.8 million in 2021 to BGN 315.1 million in 2024.

In it, the holding refuses the new renegotiation requested by the Sofia heating company with an additional postponement and reduction of the interest rates on the debt of almost BGN 700 million for unpaid gas. Last year, it was transferred from Bulgargaz to the state-owned energy holding. BEH therefore demand that the district heating company sign the debt agreement by April 30, 2021 at the latest. The holding will sue Toplofikatsiya if the agreement with the specified repayment plan and offer for reliable collateral (pledge of the receivables of Toplofikatsiya-Sofia) or another precautionary measure in favor of BEH is not concluded by that date. Toplofikatsiya-Sofia has written in its business plan for 2021 a loan of BGN 500 million for the construction of cogeneration plants to increase electricity production. This is expected to stabilize the company.

We believe that the terms of the signed agreements reflect the maximum allowable compromises from BEH that the holding can make for Toplofikacia-Sofia, taking into account both the economic and social dependence of district heating for the country', the letter of the energy holding reads. They therefore demand that the district heating company sign the debt agreement by April 30, 2021 at the latest.

The trustees of Corporate Commercial Bank start paying another BGN 250 million to the depositors From next Tuesday (March 30), the trustees of the bankrupt Corporate Commercial Bank will start paying another BGN 250 million to the bank's creditors. The amount is included in the fourth partial account for distribution of accepted receivables and represents almost entirely the EUR 125 million received from BTC in May last year. They were part of the financing by the bank controlled by Tsvetan Vassilev to acquire a majority stake in the telecom in 2012, and after the bank closed, there were a number of lawsuits blocking the payment of the amount over the BTC control dispute. According to the account published in the Commercial Register, the amount is distributed among over 7,000 depositors in CCB who have unsettled receivables. These are mainly persons who had more than BGN 196,000 in a deposit in the bank, as those with smaller amounts received their funds from the Bank Deposit Guarantee Fund (BDGF) at the end of 2014. Apart from them, however, the list also includes those who were on privileged terms, as well as those who acquired receivables through assignments, as well as those who found themselves again as creditors of CCB after the cancellation of concluded assignments. The most significant part of the amount - BGN 189 million, will be directed to the BDGF, which after the payment of guaranteed deposits for about BGN 3.7 billion has become the largest creditor of CCB. Some state and municipal companies, which were among the largest depositors in the bank at the time of its closure, will receive more substantial sums. For example, Toplofikacia Sofia will be able to receive BGN 4.6 million, Bulgartransgaz - BGN 3 million, Airport Sofia "- BGN 1.47 million, BDB over BGN 1 billion and others. A list of branches is published on the CCB website, where each creditor can receive the amount allocated to him. So far, the bank has returned money to unprotected depositors (those with savings over BGN 196,000) and other creditors with four partial accounts. He specified that the servicing of these obligations alone costs the state EUR 100 million a year. Andrey Zhivkov criticizes the style of work of BEH. "BEH has access to attractive financing, but instead of investing in strategic projects and becoming a regional player, it uses them to solve current problems. In other words, with long-term liabilities BEH solves short-term problems. This is a path to a debt spiral," the minister pointed out. To refinance its liabilities in July, BEH will issue a bond issue of EUR 550 million, but no base investor has been found for it to give the company an image, said Minister Zhivkov. His deputy, Alexander Nikolov, added that the problem was that BEH continued to accumulate deficits. Among BEH's biggest debtors is the National Electricity Company with a debt of over BGN 2 billion, which the company does not service, but only renegotiates. TPP Maritsa East 2 is another large debtor with BGN 580 million. Bulgartransgaz's liabilities are also growing year by year, amounting to BGN 920 million, the main reason being the investment of BGN 2.6 billion in the project for the construction of the route of the Balkan Stream gas pipeline. The minister expressed doubts about the profitability of the project, but promised to give more details by getting acquainted in detail with the financial estimates. Bulgargaz also has liquidity difficulties due to Toplofikacia-Sofia, which is failing to pay its debts, Minister Zhivkov added. As a problem, the Minister pointed out that BEH seizes extraordinary dividends from the profitable companies and thus "the problem is transferred from the sick head to the healthy one". He pointed out that in 2019 and 2020 an additional BGN 200 million and 270 million were taken from the NPP Kozloduy, and from the Electricity System Operator twice BGN 50 million each.

These quantities were purchased at spot prices and accordingly they will be reflected in the price that Bulgargaz will offer to the EWRC for approval, as a slight increase,' said the head of Bulgargaz. Nikolay Pavlov also pointed out that Toplofikacia Sofia has accumulated new liabilities to Bulgargaz in the amount of BGN 86 million. 'This means that for the last 5 months since the beginning of the year they have accumulated BGN 30 million new debts. We asked Toplofikacia Sofia to propose a plan according to which they will pay these debts. Unfortunately, we did not receive such a repayment plan. And, probably, we will proceed again to undertake a judicial collection,' he said.

Five participants appeared - "Atomenergoremont", "GCR" in association with a Chinese and Belgian company under the name "Sofia RDF 2021", "Geostroy" and "Mixconstruction". However, only two companies were admitted to the ranking - "Sofia RDF 2021" and Mix Construction, Bulgaria's leading partner in RDF Firepower Plant Sofia 2021. It includes another Turkish and three Chinese companies, which received the most points from the election commission. Mix Construction is known mainly for private projects in the field of industrial construction, having participated unsuccessfully in the tender for the construction of the waste plant 10 years ago. For the BNR's Horizon program, municipal councilor Proshko Proshkov called on Bulgargaz not to escalate tensions. District Heating is an indispensable part of the energy system of Sofia and the country. It is part of the critical national infrastructure. Without Toplofikatsiya, it is impossible for Sofia's energy system to exist. There is no way to stop the supply of gas from a public supplier, this would be sabotage against a million and a half citizens. Letters have been sent and I hope to receive an answer for meetings with the relevant ministries, the Council of Ministers, the independent regulator to change the methodology, to find the reserves, because at the moment the debt spiral becomes an abyss for Toplofikatsiya.

The executive director of BEH and former GERB MP Valentin Nikolov confirmed the poor management of Sofia Municipality and announced that currently the district heating company owes it nearly BGN 720 million, and another cession for BGN 131 million will take place in the coming days, with which BEH will buy part of the overdue liabilities of Toplofikacia Sofia to Bulgargaz. Nikolov explained that the principal of the district heating company - Sofia Municipality, has expressed a negative opinion about the next cession of debts, as it insists on gratuitous state aid. The CPC returned the choice of builder of the garbage fuel plant for the Sofia heating system The Commission for Protection of Competition returned to the starting position the procedure for selection of a builder of the Sofia plant for RDF fuel, produced from garbage, which will be used by the capital's heating system. The regulator has declared illegal the selection of the consortium "RDF Fire Power Plant Sofia 2021" as the winner of the tender with a price of BGN 291.4 million without VAT. According to the antimonopoly commission, the municipal district heating company Toplofikacia Sofia made procedural mistakes. Toplofikacia Sofia has violated the pre-announced conditions of the tender, in which it requires the produced quantities to be measured Mwe (electric megawatts). The winner "RDF Fire Power Plant Sofia 2021" has indicated the quantities in different units - kw/h or kilowatt-hour. "The error led to a change in the values in the table and the commission made inadmissible recalculations. The commission ignored this error and calculated the values in the table with 20.8 in MWe instead of the value declared by the participant," the CPC decision said.
