The former manager of Diagnostic Consultative Center 1 Sveta Klementina Mr. Georgi Roev is prosecuted for having drawn a credit amounted BGN 100,000 from First East International Bank, despite the decision of the Municipal Council allowing him to ask the credit, was in a procedure of court appealing in the that time. The Councilors will appraise the Varna Regional Prosecution Office for the fraud performed by Mr. Roev when executing his official service. According to the lawyer of Municipal Council Mr. Zhivko Kalev the decision of the Municipal Council dated Sept 24, 2003 has been appealed by the District Governor. Varna District Court made a decision on April 23, 2004 revoking the decision of the local parliament. The main reason of the magistrates was that it contradicted the Municipal Budgets Act, according to which the Council is not allowed to use bank credits 6 months before expiring the mandate. The decision of the Varna Court was confirmed by the Supreme Court of Administration on April 25.
