The state reserve received another BGN 40 million for fuels, with which it should purchase new types and quantities of fuels in order to "overcome the consequences of crisis situations". In conditions of an unapproved state budget and expenses limited within last year's limits, the agency was able to announce in January two huge public procurements for the purchase of fuels. Both orders are from January 12, 2023, the first being for the supply of 52,146 tons of gasoline without bio-components with an estimated value of BGN 124.63 million, and the second - for the supply of 75,695 tons of diesel with an estimated value of 189,995,000 BGN. In January 2022, the reserve placed an order for diesel for BGN 70 million (forecast), for gasoline in March – for BGN 214.55 million, and for the third time – a mega-order for diesel in October with an estimated value of BGN 225 million For this order, it was also necessary to allocate extraordinary funds from the budget, and then the caretaker government directed an additional BGN 50 million to the agency. None of these orders are fully implemented, but the agency continues to announce mega-order after mega-order. According to the last order for diesel from October 2022 with an estimated value of BGN 225 million, only one delivery has been made - of 4,856 tons, for BGN 9.4 million, and at the same time a new one has been announced for nearly BGN 190 million. Another order was also partially fulfilled - for the supply of gasoline for BGN 214 million from 2022. Fuel for BGN 50 million was actually delivered. Now a new order for BGN 124 million is announced. These huge volumes limit the number of companies, who can participate in the transactions of the reserve, which are not realized through classic public procurement, but on the commodity exchange. Over the years, there was a total monopoly in this fuel trade with the reserve - on the part of "LUKoil", but in recent years the orders are divided between two players - "Bent Oil", associated with Mladen Mihalev, and "Insa Oil" of Georgi Samuilov.
